 The beginning of the millennium was marked by comprehension of the human factor value in further society development and technical progress. This development is impossible without change of human himself, without transformation of social and economic environment, without improvement of commercial and public organizations management. To support this process modern scientific support and in particular development of modern psychological measures is necessary. In the opinion of the First All-Russia Psychodiagnostics Conference participants (Chelyabinsk, 2008), the national psychodiagnostics experiences a serious crisis. It is connected with the prehistory of psychodiagnostics development in our country. And first of all the reason is that for several decades the psychodiagnostics support have been based on foreign tests of the forties-fifties, and their potential had been exhausted long time ago. To overcome the crisis new innovative technologies of tests development are required.
